With effect from 1 April 2026, Yellow Ribbon Fund (YRF), Industrial and Services Co-operative Societies Limited (ISCOS) and NeuGen Fund will consolidate to form Yellow Ribbon Cares (YR Cares).

Moving forward, applications for the STAR Bursary will be administered by YR Cares. If you wish to apply for the STAR Bursary for Academic Track courses, please reach out to YR Cares directly through their contact channels.

For Skills Track course applications, you may continue to submit applications to Jaslyn at Jaslyn_Quek@yellowribbon.gov.sg until 31 March 2026. Starting 1 April 2026, YR Cares will handle all Skills Track applications, including any ongoing submissions.

Bursary Details and Obligations

  • The bursary is open for application to inmates who are due for release soon and who wish to pursue tertiary education or skills-based training after release.
  • The bursary funds up to 100% of course fees. Course fees incurred prior to the award of the bursary will not be reimbursed.
  • The YRF STAR Bursary Committee reserves the right to revoke any bursary awarded if the progress, performance and behaviour of the student are deemed to be unsatisfactory.
  • Students must be registered as a Yellow Ribbon Project (YRP) volunteer and help out at Yellow Ribbon-related events as required.
