Launched in June 2004, the Yellow Ribbon Fund is the first national charitable fund devoted entirely towards the development and implementation of rehabilitation and reintegration programmes for ex-offenders and their families.
Specifically, the objectives of Yellow Ribbon Fund are to provide financial support for:
- Rehabilitative and aftercare services for inmates and ex-offenders
- Rehabilitation and reintegration support programmes for inmates and ex-offenders' families
- Public awareness programmes
The Yellow Ribbon Fund was granted Institute of Public Character (IPC) status since August 2004. Its Charity Registration Number (UEN) is T04CC1808H. All donations, $50 and above, made to Yellow Ribbon Fund will be given 2.5 times tax-deduction.
Yellow Ribbon Fund is one of the winners of the Charity Transparency Awards 2018 and 2019.

Yellow Ribbon Fund (YRF) is committed to the highest standards of honesty, transparency, ethical and legal conduct, and accountability. In line with this commitment, YRF provides an avenue for parties to raise concerns regarding statutory non-compliance, actual or suspected improprieties in financial or other transactions and any other wrongdoing. Whistleblowers should report their concerns in good faith. Subject to applicable laws and regulations, YRF will take reasonable steps to protect the confidentiality and anonymity of the whistleblower, consistent with the need to conduct an adequate review.
